We've switched from Rsync to layman and subversion as primary means to update the ebuilds. Please do use layman. While we will keep the rsync method available for now, support for it might be dropped in the future.
To use this new method first emerge layman, then add the respective overlay:

   emerge layman
   echo "source /usr/portage/local/layman/make.conf" >> /etc/make.conf

   layman -a kde-experimental (for the more experimental ebuilds) or
   layman -a kde-stable

The current ebuilds are mostly in maintenance mode while we're preparing ebuilds for KDE4.
